Dear Gent,

Thank you for your letter of the 28th June, No. 53600/37,

I have looked through

about the Hong Kong Companies Ordinance.

the papers and I have no wish to make any comment upon the terms

of the draft despatch and memorandum, with the one exception

which I mention here, but which has no doubt been carefully

considered.

The exception relates to the proposed new Section 353 (2)

It seems to me that in the circumstances of Hong Kong with its

peculiar relation to Chinese activities throughout Southern China,

it is very desirable that the Government of Hong Kong should be

able to control the activities of locally registered banks which

might wish to extend their operations into China. Unless the

Government

possesses some such power, it seems to me, who'

have a complete ignorance of the subject, that there is a real

risk of Chinese banks being established in Hong Kong in order to
